This is a re-announcement for the Oakland, CA position in announcement number 11-1648-HQ-MD-D.
This position is located in the Assistant Commandant for Human Resources (CG-1), Health, Safety and Work-Life Directorate(CG-11), Health, Safety and Work-Life Service Center in Oakland, CA.

Major Duties:
The position is organizationally located in the Health, Safety, and Work-Life Service Center (HSWL SC) in Oakland, CA. The incumbent serves as the Regional Ombudsman Coordinator assisting the HSWL SC and the Ombudsman Program Manager in implementing the Ombudsman Program.
The major duties of the position are:
- To administer, plan, direct, manage, monitor, educate, develop, implement, market, evaluate, train, and consult on all aspects of the CG Ombudsman Program;
- Address Ombudsman Program service delivery and implementation issues within the AOR and provide guidance and counsel on Ombudsman Program issues to the Area Commander and feedback to the HSWL SC and the Ombudsman Program Manager;
- Coordinate and conduct standardized trainings as required for the Ombudsman Program in geographic areas as assigned;
- Complete reporting requirements for the Ombudsman Program per related Commandant Instructions, including, but not limited to, periodic reports on the status of Ombudsman Program implementation and management to the Area Commanders, HSWL SC and Ombudsman PM;
- Coordinate committees and meetings as needed and record and maintain a written summary of the committee meetings;
- Prepare and submit budget requirements for program operations;
- Develop and maintain a network of resource providers and professionals who can assist with prevention, intervention, referrals, and other services available to CG military, civilian and family members throughout the AOR;
- Assist in identifying unit needs for support services and provide appropriate referral services before family concerns and problems reach crisis proportions; and
- Recruit, train and/or coordinate training for Command Ombudsman per Commandant Instruction and maintain high visibility and good relationships with both civilian and military communities.
Qualifications:
Basic Qualifications:
To qualify for the GS-12, applicants must possess a degree in behavioral or social science or in a related discipline appropriate to the position. Related course work refers to courses that may be accepted as part of the program major. OR
Applicants must possess a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
OR
Applicants must possess four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
In addition to the education requirements above, applicants must also have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically related to the work of the position to be filled.
Specialized experience for this position is experience performing such duties as evaluating and recommending changes in methods of operations, preparing written communications and oral presentations and/or briefings, providing technical guidance and assistance, and also studying, analyzing, and/or evaluating administrative policies, practices, and procedures for development or improvement. The applicant must also have specialized experience that included knowledge of different Work-Life programs such as Employee Assistance, Family Advocacy, Special Needs, Health Promotion, etc. and the ability to provide advice and support to others within and outside the program.This position does have a positive education requirement.
