The Norwegian Refugee Council (NRC), in cooperation with the UN Department of Political Affairs and its
Mediation Support Unit (MSU), is seeking experts in the following areas:

Security Arrangements (Ceasefires,DDR and SSR)
Constitutional issues
Power-sharing
Gender
Natural Resources
Mediation, Facilitation and Dialogue (Process Design)(two positions)

to assist and support the UN’s and its international partners’ mediation efforts.

The UN Department of Political Affairs has established a Mediation Support
Unit to serve as a repository for expertise on peacemaking and a
support-centre for UN envoys and partners engaged in mediation
endeavours. DPA/MSU will in collaboration with the Norwegian Refugee
Council, continue to operate a Mediation Support Standby Team consisting
of up to seven full-time senior mediation experts. The purpose of the
standby team is to assist and support the UN and its international
partners with their mediation efforts in the field. 


Main role and responsibilities
The main responsibility of the mediation expert is to assist and support
the mediation team, the observers and the parties to the mediation by:
• Providing technical expertise and advice within the area of expertise;
• Provide process expertise for the design, planning and management of
pre-negotiation, negotiation and implementation frameworks, including
national dialogue processes and post-agreement follow-up mechanisms.
This expertise should include methods and mechanisms for promoting the
inclusion of women, civil society and other Track II actors, in relevant
processes;
• As necessary and appropriate, participating in the mediation talks and contributing to the drafting of relevant sections of
the peace agreements and other documents;
• As necessary, conceiving, planning and managing specific trainings seminars for the
parties and mediators in area of expertise;
• Prepare periodic reports and relevant thematic briefings for the United Nations team involved in mediation effort;
• Prepare update reports for the Mediation Support Unit, as requested;
• Any other tasks requested by the MSU;

NRC will have the administrative responsibility for the Mediation Support
Standby Team. The incumbent must be available full-time for deployment
to the field at short-notice in order to assist and support the UN’s and
its international partner’s mediation efforts in the field. When
deployed in the field, the incumbent will be under the responsibility of
the head of the mediation team or the appropriate senior official. At
all other times, the incumbent reports directly to the Mediation Support
Unit. Deployments will be frequent and not limited in duration. When
not deployed in the field, incumbent will be based in a location to be
determined in discussions between incumbent, NRC and MSU.

Contract period: 12 months
Salary/benefits: Competitive remuneration commensurate with level of experience required.
