JOB DESCRIPTION: The Ombudsman (OIGO) provides special inquiries for the Director and the Inspector General on sensitive, high visibility, and
quick reaction requirements. The incumbent serves as a communications
mechanism between employees from all organizational levels and NGA
senior management; provides a forum for employees to raise concerns
involving work-related activities and programs, including politicization
of intelligence analysis and products; acts as an independent and
impartial fact gatherer conducting informal inquiries to resolve
concerns raised by employees, or to address matters raised by the
Director. The OIGO may represent the Office of Inspector General (OIG)
in NGA training and orientation forums.

ADDITIONAL INFORMATION: The incumbent functions as an organizational and executive Ombudsman informally, independently, objectively and confidentially addressing NGA-related concerns received from internal
and external sources. The incumbent operates under the NGA OIG umbrella,
reporting directly to the IG and adhering to accepted ombudsman
standards. The incumbent is a communications mechanism for the NGA
workforce at all organizational levels to senior management, providing a
forum for the workforce to raise concerns involving work-related
activities and programs, including politicization of intelligence
products. The Ombudsman conducts impartial and independent informal
inquiries to resolve concerns raised by internal or external sources or
in response to NGA Director or IG special taskings; provides trend and
analysis data to NGA senior leaders; periodically surveys the analytic
workforce regarding perceptions and knowledge regarding politicization
of NGA intelligence products. The Ombudsman is an integral part of the
OIG Hotline complaint review, assessment and disposition process. The
Ombudsman may assume responsibility for addressing such complaints. The
incumbent represents the agency and the OIG in internal, external and
training forums, preparing and presenting briefings or discussions. The
incumbent must be a highly organized, detail-oriented, and flexible
individual, with strong multi-tasking skills and the ability to adjust
"on-the-fly" to changing priorities. Candidates must be self-motivated,
must have a high level of initiative, be a self-starter, flexible, be
able to routinely work independently, and able to prioritize projects
and taskings to meet short and frequent deadlines. Strong oral and
written communication skills and the ability to work assigned projects,
producing deliverable products within specified timeframes is a must. We

PERMANENT CHANGE IN STATION: Depending on funding availability, PCS expenses may be authorized by the hiring component.




Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

MANDATORY QUALIFICATION CRITERIA: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the
duties of this position, and that is typically in or related to the
work of this position. For this particular job, applicants must have
experience in the following: 1) Conducting Federal-sector investigations
or inquiries preferably in supervisory or senior investigator capacity;
2) Using alternate dispute resolution methods and processes; 3) Using
professional skills at a senior level, including briefing,
internal/external working relationships, interpersonal networking, oral
and written communication, organizational representation, professional
development, program management, quality assurance; 4) Devising and
conducting research and fact finding to successfully resolve issues.
Individual must have completed a Federal Sector basic course in
investigation or formal training in ombudsmanry and alternative dispute
resolution. Certifications in Mediation, ADR or as an Ombudsman, are a
plus.


EDUCATION REQUIREMENT: A. Education: Bachelor's degree in any field plus 5 years of Federal-sector senior representation, investigation,
alternative dispute resolution, or ombudsman experience.

B. Combination of Education and Experience: A combination of education and
Federal investigative work and supervisory/senior representation
experience that demonstrates the ability to successfully perform the
duties associated with this position. As a rule, every 30 semester (45
quarter) hours of college work is equivalent to one year of experience.
Candidates should show that their combination of education and
experience totals to 9 years.


DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory
qualifications, experience in the following is desired: Knowledge of the
Intelligence Community and Department of Defense interrelationships,
Inspector General oversight responsibilities and functions, and the NGA
organization.

SPECIAL REQUIREMENTS: You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a
Counterintelligence Polygraph (CI) examination in order to maintain
access to Top Secret information. All employees are subject to a
periodic examination on a random basis in order to determine continued
eligibility. Refusal to take the examination may result in denial of
access to Top Secret information, SAP, and/or unescorted access to
SCIFs.

program objectives.
