About the Agency
This position is located in the Office of the Ombudsman. The office is searching a motivated and highly-qualified candidate for an exciting full-time permanent position located in Washington, DC.
A successful candidate for this position will serve as Associate Ombudsman for all Department of Energy federal employees, world-wide.

DUTIES:
As an Associate Ombudsman, you will:
- Serve as a confidential, neutral, independent, informal resource for preventing, addressing and resolving conflict;
- Identify and provide options to address systemic problems and policies affecting the Department and its subcomponents;
- Provide options to avoid and resolve highly complex and often very high-level workplace conflicts and issues and informally seek the resolution of problems and differences between employees, supervisors and other Departmental officials (career and political) and to facilitate effective problem resolution and prevention;
- Maintain statistical data, analyze systemic problems and identify patterns of conflict, emerging policy issues and recurring problems;
- Maintain ongoing review and analysis of lines of organizational communication, providing options to senior leaders on how best to continue effective, open lines of communication between employees, managers, and supervisors at all levels;
- Respond to inquiries and requests for information from Department employees, managers/supervisors, and executives as well as inquiries from outside of the Department on a wide range of organizational and/or employee-related issues; and
- Participate in and represent the Office of the Ombudsman in high level meetings and projects with appropriate organizations that are involved in activities which can impact or expand the effectiveness of the Office of the Ombudsman.
QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as:
- Serving as an impartial intermediary, consultant and/or expert responsible for resolving conflict, mediating disagreements or personal disputes;
- Designing and implementing integrated conflict management systems;
- Collaborating with management to resolve sensitive workplace conflicts; and
- Developing solutions to a variety of organizational issues including those related to dispute resolution programs, processes and procedures.

- Extensive knowledge of the operations and organization of all departmental elements.
- Thorough knowledge and understanding of organizational management principles and practices in order to identify complex problems and recommend practical, effective solutions and approaches for dealing with them.
- Skill in counseling and negotiating practices in order to communicate effectively with employees, supervisors/managers and executives on a wide variety of complex issues that are highly sensitive or of an emotional nature.
- Ability to analyze broad and complex management and operational problems to provide advice and to facilitate communication with affected parties.
- Expert knowledge of alternative dispute resolution techniques to address problems and complaints
- Ability to make clear and convincing oral and written presentations and to select and present information to individuals and groups effectively, taking into account the audience and nature of information.
- Ability to identify systemic issues and provide options to senior management for solutions.

Eligible candidates for this position must be able to obtain and maintain a DOE Q clearance. The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. Therefore, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.
