JOB SUMMARY:

   

 

The position is located in the Office of the Chief of Staff and the incumbent is responsible for carrying out a variety of important assignments relative to all of the mission areas of the NMB, with special emphasis on the Mediation mission area. The incumbent provides advice and assistance on special projects, and major mediation cases of a critical, controversial and confidential nature. The Deputy Chief of Staff (DCOS) carries out duties related to all of the NMB mission areas and administration as assigned by the Chief of Staff, and is responsible for managing the day-to-day operations of the office of Mediation and Alternative Dispute Resolution Services.  The DCOS’s responsibilities include supervisory duties related to performance, travel management, time and attendance, and payroll. The DCOS reports directly to the Chief of Staff.

The Deputy Chief of Staff (DCOS) directs and coordinates the activities of highly skilled professionals, who work irregular schedules in constantly changing remote locations, often under circumstances dictated by the parties to the disputes. The DCOS plans, organizes, assigns and reviews work, assuring the quality and timeliness of work products.  As part of her or his supervisory duties, the DCOS identifies developmental and training needs of employees, maintains a positive working environment and ensures an open communication flow with employees, supervisors and external customers. Develops or guides the development of effective strategies for mediation case management, often assisting in determining appropriate methods for closure, and serving as an expert resource to Mediators and Senior Mediators in case management. Serves as an authoritative source of mediation case status and keeps the Chief of Staff informed of significant developments in cases, and oversees case management administration and support, assuring that case management is effectively facilitated by the support staff and that information flow is adequate and timely.  The DCOS is expected to identify and implement innovative approaches to case management, including the integration of information and communication technology (ICT) into case management and case handling. Serves as directed as a surrogate for the Chief of Staff, developing and maintaining the ability to guide and lead in the basic mission areas, administration, and ICT. Reviews Mediation and ADR day-to-day operations to determine whether changes in policies or procedures or basic organizational structure are desirable. As required by the  Chief of Staff, meets with senior officials to obtain agreement upon support of policies and actions that will improve the quality of Mediation and ADR programs. Manages all aspects of Mediation/ADR department official travel, including management of meeting agendas, preparation of briefing materials and related logistical details. Serves as an advocate for and leader in the application of online dispute resolution techniques and technology in mediation, grievance mediation, and arbitration.Carries out complex, sensitive, high-priority assignments that require extensive fact-finding, integrating information and priorities of various stakeholders, and maintains confidentiality in the handling of all information.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, equivalent to at least the GS-14 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:  Serving as a high-level expert and advisor to senior leadership in developing and/or analyzing overall policies, programs, regulations and short and long range plan.
