GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, equivalent to at least the GS-14 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as a high-level expert and advisor to senior leadership in developing and/or analyzing overall policies, programs, regulations and short and long range plan.

Well qualified – The next lower category for candidates that meet the minimum qualification of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require minimum training and/or orientation in order to perform the duties of the position.
Qualified – This lowest category will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. 1.Extensive experience in collective bargaining and/or mediation, in the air and/or rail industries.
2.Ability to supervise highly skilled professionals, who work irregular schedules in constantly changing remote locations, often under circumstances dictated by the parties to the disputes.
3.Exceptional skill in using both traditional and alternative dispute resolution techniques.
4.Strong administrative skills and the ability to manage a complex and constantly changing unit caseload.
5.Demonstrated experience in providing leadership over complex cross-functional and cross-organizational projects simultaneously. Should also have broad knowledge of governmental and/or corporate business processes necessary to successfully design, develop, and implement specific projects in the broader business environment.
