JOB SUMMARY:

The Bureau of Engraving and Printing (BEP) prints billions of Federal Reserve Notes for delivery to the Federal Reserve System each year (the BEP does not produce coins - all coinage is minted by the United States Mint). These notes are produced at our facilities in Washington, DC, and Fort Worth, Texas. In addition to U.S. currency, the BEP produces several other security documents such as portions of U.S. passports and materials for Homeland Security.

This position is located in the Office of Equal Opportunity and Diversity Management (OEODM).  Duties include, but are not limited to the following:  Assist with and provide Equal Employment Opportunity (EEO) and Alternative Dispute Resolution (ADR) services, ADR program designed, training, implementation (e.g. comprehensive level of expertise in mediation, facilitation, fact finding, consultation, EEO Counseling, organizational development according to Federal laws, regulations, and policies). In performing these duties, the incumbent shall maintain strict neutrality with respect to management and supervisory and non-supervisory employees.


 


The following are the duties of this position at the GS-13 grade level: 


 


  • Implements EEO programs such as: complaint counseling, affirmative action, special emphasis program, and adjudication.

 


  • Mediates and resolves all types of employment disputes including those involving laws and regulations such as: Title VII, Title VI, Age Discrimination Employment Act, Equal Pay Act, American Disabilities Act, and Older Workers Benefits Protection Act.

 


  • To administer, plan, direct, manage, monitor, educate, develop, implement, market, evaluate, train, and consult on all aspects of an ADR Program.

 


  • Coaches apprentice mediators in a variety of dispute resolution techniques.

 


  • Uses various dispute resolution techniques providing parties with resolution options and facilitating their interaction.

 


  • Helps develop a better internal capacity of organization to be more effective and to decrease workplace conflict.


Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Applicants must (1) be a United States citizen (2) requires demonstrated skills in the area of EEO programs, compliance, dispute resolution, designed conflict management system, acquired through facilitation, mediation, employee relations, and demonstrated experience as a certified Mediator, EEO Counseling, and program compliance. Requires leadership ability, analytical skills, oral and written communications, strong interpersonal skills, and high proficiency in problem-solving.



 



 



You must be a U.S. citizen to qualify for this position.

After appointment, you will be subject to random testing for illegal drug use.

You will need to successfully complete a background security investigation before you can be appointed into this position.

2.    Rating:  your application will be evaluated in the following areas:  Extensive knowledge of EEO/ADR rules and regulations, executive orders, court decisions, etc. in order to provide innovative solutions to complex EEO issues and to conduct research of laws, legal opinions, policies, regulations, legal texts, and precedent cases bearing on the legal issues involved in the problem, proposal or case; legal training/experience related to the processing and disposition of EEO complaints, particularly through the Federal courts and regulatory requests; knowledge of personnel policies, practices and regulations as they apply to staffing, classification, employee and labor relations, and employee development in order to participate in significant personal issues; skill in analyzing employment problems, present and potential, and developing work solutions, including changes or alternatives to management policies and practices that constitute barriers to equal employment opportunities; ability to establish and maintain effective relationships with and gain the confidence and cooperation of employees, supervisors and managers on complex EEO/ADR cases; skill in written and oral communication to prepare and present finding regarding complex EEO/ADR issues, EEO program instruction and policy/program instruction development.



 



Category Rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories, Gold, Silver, or Bronze depending on your experience related to this position.  Veterans' preference is applied after applicants are assessed.  Preference eligibles will be listed at the top of their assigned category and considered before non-preference eligibles in that category.  Qualified preference eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
