This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This attached Request for Quotation
(RFQ) document incorporates those provisions and clauses which are in effect
through Federal Acquisition Circular 2005-38. The RFQ number associated with
this combined Synopsis/Solicitation notice is DJA10S000088. The Government
anticipates a firm-fixed price award plus cost reimbursement for travel and
other direct costs as a result of this notice. The NAICS code for this
requirement is 621330 and a size standard of $7.0M. This requirement is 100%
set-aside for small business concerns.

*Description of Service:*

The Bureau of Alcohol, Tobacco, Firearms and Explosives' Office of the
Ombudsman has a requirement for facilitation and mediation support services
as described in Section C of the attached solicitation package. The
anticipated period of performance for this requirement is September 25, 2010
- March 24, 2011 (an 18-month base period) plus four one-year options for a
total of 66 months.

All questions regarding this solicitation must be submitted in writing and
sent via email to Amanda Boshears at amanda.boshears@atf.gov and must
reference the above solicitation number. All questions must be received by
5PM EDT on Tuesday, September 7, 2010. Questions received after the stated
time will not be addressed. Telephonic requests or inquiries will not be
accepted. All quotations must be submitted via email in accordance with
Section L.1 of the attached solicitation to Amanda Boshears at
amanda.boshears@atf.gov or via facsimile to 202-648-9659, ATTN: Amanda M.
Boshears. All quotations must be received by 5:00PM EDT on Wednesday,
September 15, 2010. Quotations received after the stated time will not be
accepted. All responsible sources may submit a quotation, which will be
considered. All quotes shall include the following contractor administrative
data: (1) Commercial and Government Entity (CAGE) Code and; (2) Data
Universal Numbering Systems (DUNS). By submission of a quotation, the quoter
acknowledges the Government's requirement that a prospective awardee shall
be registered in the Central Contractor Registration (CCR) database prior to
award of any contract resulting from this solicitation. Further information
