KEY REQUIREMENTS:

Serves as an expert dispute resolution practitioner whose major function is to provide confidential and informal assistance to managers and employees in resolving work-related issues and disputes.
Recommends appropriate dispute resolution processes, serves as a facilitator and
mediator in specific cases and as assigned, oversees cases which may be
resolved by facilitation, mediation, early neutral evaluation or the
peer panel process.
Assists in the development of the National Institutes of Health (NIH) Program to include necessary program documents, regulations, and
delegations delineating all aspects of program direction and functional
responsibilities. Develops innovative dispute resolution models and
techniques for the varied and widespread NIH work force. Develops
Alternative Dispute Resolution (ADR) models, including comprehensive
research and component evaluation. Designs prototype efforts ranging
from informal pilots to formal programs.
Provides leadership in the development and implementation of cooperative relationships between managers and employees throughout the
NIH; acts, upon request, as the representative for the NIH in issues
which are NIH-wide or unusually complex.
Takes the lead in conducting and/or acquiring mediation and negotiation training for appropriate NIH officials as well as outside participants who may be involved in ADR procedural implementation.
Provides consultation and technical assistance to executives, managers, national
and local union officials, labor and employee relations specialists,
and dispute resolution professionals on issues in the areas of
labor-management relations, employee relations, and equal employment
opportunity including labor-management partnership, conflict management
and dispute resolution.
Collects, maintains, and analyzes data on the number of persons using the ADR system, their issues, ADR methods used, resolution rates,
and other pertinent information necessary to the evaluation of the
effectiveness of the program to the NIH community.
Designs and develops a wide array of marketing material and procedural information to ensure that clients are aware of the ADR
system and fully understand the mechanics involved, especially in
regard to safeguarding statutory rights.
You must have one (1) year of specialized experience that has equipped you
with the particular knowledge, skills, and abilities to perform
successfully the duties of the position, and that is typically in or
related to the work of the position to be filled. To be creditable,
specialized experience must have been equivalent to at least the GS-13
level in the Federal Government.
Examples of specialized experience: assisting in the implementation of dispute/conflict resolution programs including receiving inquires,
conducting fact-finding; meeting with all parties, analyzing the issue
or conflict and recommending appropriate options (e.g. facilitation,
early neutral evaluation, mediation or panel review); and assisting in
the implementation of solutions or approaches.

program for an organization. Were your recommendations implemented and
what were the results?
4. Describe how you have lead the development of cooperative relationships between managers and employees. Include the types of training programs you conducted or brought into the organization.
5. Describe the types of dispute resolution techniques you developed for an organization, including informal and formal prototypes.
