The employee uses a variety of ADR techniques, particularly mediation, to
assist parties in generating options, and facilitates their interaction and
successful resolution of disputes. Mediates complaints with a high degree of
difficulty or complexity. The employee prepares documents such as mediation
agreements entered into by the parties. Incumbent may follow-up with, and
monitor, the parties to evaluate the effectiveness of the mediation process and
to resolve any difficulties associated with the implementation of the agreement
reached. Incumbent establishes trust and neutrality between the parties and all
those potential employees with whom she or he interacts and maintains complete
confidentiality as required by the dispute resolution proceeding. Incumbent
serves as an impartial third party assisting individuals in resolving
employment disputes that are sensitive or critical. Incumbent provides
assistance to managers and employees in resolving sensitive and often
moderately complex work-related issues and disputes. Plans, develops, and
implements new methods to help disputing parties constructively address
existing and/or potentially conflicting issues and concerns. Incumbent attends
meetings, workshops, and other associated functions to discuss issues related
to ADR and increase Agency-wide awareness of the program. Incumbent
participates in the design, development, and implementation of marketing and
outreach materials and procedural information in regard to workplace ADR at
CSOSA.

Qualifications and Evaluations


QUALIFICATIONS REQUIRED:

Skill in written communication, including the ability to prepare documents such as procedures, policies and settlement agreements.


Skill in applying mediation, negotiation, conciliation and conflict resolution techniques to complex and multifaceted workplace issues and
concerns.


Demonstrated experience planning ADR activities to build consensus, gain cooperation from others to accomplish goals; facilitate
"win-win" outcomes.


Ability to communicate orally, apply superior interpersonal skills with individuals at all organizational levels and provide technical
advice and guidance to parties in a complaint or dispute.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:"Verdana","sans-serif";color:#454442"">


Grade 12: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is
in or directly related to the line of work of the position to be filled and
which has equipped the applicant with the particular knowledge, skills, and
abilities to successfully perform the duties of the position. Examples are
identifying and analyzing Alternative Dispute Resolution policy, regulations,
and/or standards covering portions of an organization's programs, activities,
or functions; or analyzing fluctuating conditions and unusual factors and
providing recommendations to resolve unusual or uncommon Alternative Dispute
Resolution issues.


Grade 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is
in or directly related to the line of work of the position to be filled and
which has equipped the applicant with the particular knowledge, skills, and
abilities to successfully perform the duties of the position as an Alternative
Dispute Resolution Specialist at the next lower level. Specialized experience
includes work to review Alternative Dispute Resolute information and reconcile
conflicting data; devise new or modified methods of analyzing findings; and
developing new initiatives in Alternative Dispute Resolution.


BASIS OF RATING


Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that
candidates will be assigned to a pre-defined quality category based on their
application and veteran preference. Generally, only candidates in the top
quality category will be referred to the hiring manager.

There will be three quality categories. These are Highly Qualified, Well
Qualified and Qualified.

Your application will be evaluated under the Category Rating method, based on
your responses to the occupational questions in this document. If you meet the
basic requirements for the position, your application will be evaluated and
placed into one of three categories:

1 - Qualified Category - Candidates who meet the Minimum Qualification
