The National Transportation Safety Board (NTSB) is an independent U.S. Federal agency that investigates every civil aviation accident in the
United States and significant accidents in the other modes of
transportation, conducts special investigations and safety studies, and
issues safety recommendations to prevent future accidents.  Safety
Board investigators are on call 24 hours a day, 365 days a year.





The NTSB is looking for an individual to serve as senior advisor to the Managing Director on workforce concerns and issues affecting the
agency mission, employee morale, and work environment.   This position
also serves as the Agency Ombudsman in resolving internal matters of
conflict, dispute and disagreement.   





NTSB Headquarters is conveniently located above the L'Enfant Plaza Metro Stop (Green, Yellow, Orange, and Blue Lines) at 490 L'Enfant Plaza, SW,

Major Duties:

Serves as principal advisor to the Managing Director on agency workforce issues to include performance management, telework and
flexible work schedule programs, and conduct and disciplinary
issues brought to the Managing Director's attention.


  • Coordinates special studies related to existing management practices and processes, personnel policies, and organizational structures and their effect on the workforce;

  • Develops action plans for improving existing program policies and practices;


  • Recommends strategies and initiatives to improve agency working environment, foster accountability and fairness, and maintain the NTSB as an employer of choice; 

  • Serves as primary resource person in high level management program policy meetings and conferences;


  • Directs and manages NTSB's Workplace Alternative Dispute Resolution program;

  • Serves as Ombudsman with regard to internal matters of conflict, dispute and disagreement.


Qualifications:

Applicants must have at least one year of specialized experience equivalent to the next lower grade in the federal service (GS 14).   Examples of
specialized experience would include:



  • Directing management studies to analyze and assess the effectiveness and efficiency of workforce policies, practices and processes and coordinating the implementation of action plans for the
    improvement;

  • Overseeing the development of work/life policies and the establishment and marketing work/life programs within an organization/agency; 

  • Developing and implementing strategic human capital plans, goals and objectives aimed at improving the workforce environment and management systems; or



  • managing and directing formal and informal dispute resolution and alternative dispute resolution (ADR) programs and applying dispute resolution and mediation techniques.
